ISIS uses propaganda quite heavily so a lot of what they say isn't true. They certainly enforce the Wahhabbi doctrine which this whole violence on images originates from so the very well could be but ever since the House of Saud & petroleum export era Wahabbism spread so it could be a number of other groups with different names like Al-Qaeda but all are Wahhabi. ISIS for propaganda reasons would claim credit even for attacks they aren't directly responsible for but very well could be. Whether ISIS is directly or not Wahabbism certainly is. Qatar might as well claim credit for the attacks.
