37. I have lovely friends with face and neck tattoos.

Some are gay, many are liberal. Most are perfectly decent, intelligent people who have some reason to want to express a little wildness. One or two turned out to be assholes (so I don't include them in the "lovely friends" department). Appearance is appearance. It has little to do with character.

This doesn't even factor in that there are many cultures where tattooing on the neck and face is a common rite of passage or mark of distinction.
