The TPA actually governs how trade agreements are negotiated and lays out requirements of all kinds, so in a very real way, Congress does have a hand, albeit an indirect one, in crafting trade agreements.

I do believe that is mainly correct, but the actual TPP, being a revenue bill, still has to be passed by regular process.
