Yes John Kerry is working on Obama's agenda, had the troops been pulled from Iraq when Kerry became SOS, no. Did Kerry get the job right after the Bush administration left office, no. Currently the relationship with Netanyahu is worse so who do you blame for this. The negotiations with Iran is getting to the position of accepting or not, and US isn't the only nation working on this. When Hillary was first SOS there was terrible relationships with many countries, one being France so just like gestation for babies to be born it did not happen overnight.
