Get the government to buy new to replace the slightly used given to the LEOs. To the LEOs, the first taste is free, get them addicted to the gear, neighboring police forces that didn't apply, get jealous and have to keep up with the Jones's. Soon they are buying from the dealer, new equipment and expendables and parts and maintenance...

And all the while the MIC is raking in the cash.
