And, yeah, Mr. Broun, there are different rules for states with different pasts and different behaviors. Georgia and other states have earned higher scrutiny and greater supervision. It's like the kid in class who's sent to the principal's office four or five times a week; the teacher is going to send him off even for minor offenses, because of his demonstrated propensity for greater mischief if it isn't nipped in the bud.
