Past investigations have shown they tend to inhabit systems and institutions which allow them access to those the system was meant to protect. They also are quite effective at enabling and protecting their kind from the same positions of influence, hence "networking". See also: the revelations about Catholic Church hierarchy and infrastructure under similar circumstances.
