2. Perkins wants this set-up:

Congressman Frank just ripped Perkins over Discounting special needs and chronically ill children as not being worthy of adoption by male/female married couples. Perkins insisted there aren't enough children to be adopted, that couples go out of the country to adopt, but Frank said there are plenty of children with special needs that being loved and adopted by gay couples. Perkins said, "Well, if you count them..." referring to the children. He doesn't think imperfect children should be adopted by anyone except gay families.

I suspect he will use their chronic illnesses, especially psychiatric illnesses, to "prove" that gay families raise (create) kids with problems.
