I see it more as a means to an end for certain people. Usually the end they seek is access to mineral resources, or making certain that no nation is free to operate outside of the interests of capitalists. War is a procurement tool for the rich, a power play.

I suppose you could call that a failure, though it is only a moral failure, the powerful often get what they want through war so from their perspective it is hardly a failure.
