1. well, flags can be displayed vertically. the question is, wouldn't green be on top?

i haven't found anything definitive from a quick google. for the u.s. flag, you keep the blue field of stars in the upper left, so you have to rotate and flip the flag.

i would guess for the irish flag you would just rotate clockwise, leaving green on top.
