And they produce enough "legitimate" members that the domain can't be blocked.

Your IP address comes from your ISP, and likely changes frequently. Banning the troll's IP only works until they get a new IP. And at that point, a "legitimate" member may get the old IP.

There really isn't a way to keep someone out forever. The only thing to do is "pull the weeds" constantly.
