4. I don't think the "Hastert Rule" ever really existed to begin with.

Going by how Boehner and co. seem to have abandoned it as of recently with some things that have had to be passed with more Democratic votes than Republican, they don't appear to be too serious about maintaining that "majority of the majority only vote" policy.
