Heavy rains forced them out of the ground. Highways are highest along the center line, to assist with drainage of water off the sides. That particular road was in a park that had been closed due to the flooding. With no traffic, the worms hadn't been turned into pate on their way to the highest ground. Put 'em all together, you got heaps of worms, which tend to clump together above ground to appear larger and less edible to predators, down the middle of a road.

They'll be gone in a day or two when it dries enough that they can burrow back into the soil.
