Who is the fat white man in the pool party raid? [View all]

Not the cop, but the fat white male (mid forties-ish) in a tan polo shirt and shorts. He's milling around and being allowed to roam around as he pleases while all the black kids are bossed around and threatened.

Who is he, and what authority does he have?
