I live in an "exceptionally wealthy zip code" where we pay "significant property taxes" and my neighbors and I have mostly brown yards except for the drought-tolerant native plants (and my roses, which never get watered but are right over the septic tank). Yes, residential water use isn't the biggest problem, but it all adds up.
