was consistent in debunking claims against Iraq. However in compiling the National Intelligence Estimate (NIE), all intelligence has to go through the National Intelligence Director (formerly Director of Central Intelligence). At the time of the Iraq NIE, Porter Goss was the National Intelligence Director. So if Powell had only seen the NIE on Iraq and not the raw intelligence from INR, and trusted Porter Goss, he would be truthful in stating that he did not know the information was false.

But I doubt it.
