25. I don't think you understand California's drought

There's been a lack of storm systems, blocked by the Pacific High (Ridge), so there aren't "rain" clouds to seed.

Furthermore, California's water shortage is related to the lack of snowpack, cause by clouds, but also warmer weather in the mountains.

Cloud seeding not only doesn't work if there aren't clouds to work with, cloud seeding also can't make it cold enough to snow.
