23. Agree - but that's not enough

Individuals with any past indications of racism, hatred of "others", spousal/child abuse should not be hired. There should be a thorough investigation of their backgrounds and participation in "social media".

All people in the chain of command that hire an officer need to be held responsible for their deeds. I know you suggest that the police department should pay fines. I'd rather that the chain of command have a significant (50%?) of their salary/paycheck dependent on how they performed - evaluated by an outside board with absolutely no hint of a trace of a connection to the police or other governing bodies.

From another thread, some bureaucrat com complained that they couldn't find enough AA people to serve on the force. This is a self-fulfilling situation, and one that the current boys-in-blue want to keep going.
