This is a man who did not plan to run for President. He spoke in his district, in his state, on the House and Senate floors, in his caucuses, etc. Most members of the House Black Caucus joined the Caucus he started. He must have been speaking to them in a way that appealed to them.

And, more importantly, he did. Actions speak too.
