I've always heard the phrase "Carter never ordered an offensive shot fired" but I couldn't fund any substantiation. Seems like it's true but I thought I'd throw it up there more as a question vs. statement of fact.

I'm always amazed when I hear the stat that the US has been at was for something like 200 out of 240 years and that war is our most profitable export. Sheesh.
