It is clearly such a broad brush ... Anytime anyone says that 'China' did that ... 'Russia' did this ... Well, invariably it is individuals who do things ...

SOME people in America do bad things ... Most do not ...It's the same for every population ... SOME people are really bad ... Some people are really good ... The rest are somewhere in the middle ...

Chunks of land have no social context ... no intent ....
