Assuming the arrest did happen as described and BEFORE an actual crime was committed, one must conclude that it is within the realm of fascism AND

the fact that your definition of fascism must be connected to mass executions is a perfect demonstration of how the over-inflation of the term has led people to miss what is happening in front of their own eyes.

The term fascism itself does not in any way imply mass executions.

Educate yourself.
