To him and his base "THEY" are defined by race, nationality and ethnicity.

His whole economic policy - other than eliminating corporate taxes and promoting right-to-work laws to break unions and lower wages - is targeted at foreigners, i.e. cutting immigration and raising tariffs. Those are popular ideas with the republican base.
