9. Carter came into Washington

as an outsider, a centrist, and a spot of sunshine after the Watergate turmoil. His administration was "leftist" only in his environmentalism. It was a very centrist administration. Teddy Kennedy mounted a primary challenge on Carter from the left in 1980. Carter had to fight his way through that before he could organize a campaign against Reagan. The White House staff had problems and Hamilton Jordan often fell down politically and failed to protect Carter. Jimmy Carter became more progressive and moved to the left after he left the presidency.
