Life Complexities: How Confusing are Toilet Paper Roll Holders?

I, like most people, will store additional rolls of toilet paper in the bathrooms so that people will not be without. Strangely, I will often enter the bathrooms to find an empty roll on the holder, while another roll is resting on the sink, the tank, or precariously placed on top of the empty roll. (The last one gets me.)

Added: The holders in my house are the spring-loaded roll type, slightly more complex than an open-ended rod.

With a family of teens and young adults, they claim to know how to replace the rolls, yet rarely do. I caught one of the kids today leaving a new roll on the sink, and their excuse was that it takes too long and that they needed to get back on their computer. I have chatted with other parents who say they go through similar things in their homes. I laughed to myself and thought to write this diversionary OP to hopefully distract folks for a minute or two while they entertain in some reflective non-political thought.

I ponder how difficult it is to replace a roll, and at what period in life does one regularly assume this task.
