1. For some, cops lack the ability to lie or be corruptable. Sadly those some are fellow cops and DA.

And only they have the power to 'clean up' their profession and so far many seem unwilling or unable to do so. It is a dire crisis for both LEO and civilians that seems to be getting worse.
