The mental hospital is impossible, thanks to Ronald Reagan. We don't even have enough space for the truly mentally ill. Jail cells? Great. If you want to dun the taxpayers $30k a year to keep some guy from crapping in the rose bushes, run right over to your state legislature and sell your plan. Oh, don't forget to add more cops and a larger legal system to deal with the influx.
