24. With a staff of 6 in a county of 23,000 it's hard to say

I don't think people plan around being able to get anything done after 5 at "city hall".

The former Sheriff here in Richmond VA HAD a deal where she could assign herself her own overtime and vacation. She was voted out a few years ago after it was determined that she was getting paid for 14 or 15 months a year. Oh and some of the locks at the jail didn't work - the jail without air conditioning.
