Board of supervisors, whatever they have there. Presumably, they have a personnel director, HR person, etc. who has the authority, when backed up by the county commissioners, to send a notice to Davis saying something like, "Your job performance has been unsatisfactory, you are creating a crisis in the work place, your actions are establishing hostile work environment, etc. and we are placing you on aid administrative leave pending further inquiry." It would work as long as the county commissioners agreed, although Davis would challenge it in court.
