"Kenowa Superintendent Gerald Hopkins admitted to 24 Hour News 8 the reaction and punishment from school officials was as much showing them who's in charge as it was reacting to problems they claim were caused by the prank. "

Showing departing pupils "who's in charge" is clearly the act of an insecure person who needs remedial instruction in how to lead. Especially when the mayor and police were fine with what the pupils did in the town.
