He didn't personally choose each of the prisoners he met in the prison and I bet, since he publicly said he didn't know about her case, he didn't chose her.

But the jail does hold people accused of murder, rape or other serious crimes, and some of those alleged violent felons will be in the audience for Francis. Hawes said the jail didn’t screen out serious criminals, but picked the group based on their behavior in jail, and their attendance at services.
