Anyone could sue if their constitutional rights were infringed or the executive branch acted without authority, including injunctive relief to cease the conduct.
Trying to harass NRA members or other gun rights advocates under dubious claims they're domestic terrorists or anything similar would be in likely violation of the First, Second, Fourth, Fifth, and Fourteenth Amendments, and possibly more. All that would happen is that within days, if not hours, one or more very angry federal courts would order the actions stopped, and the inevitable damage awards would swell the coffers of the NRA and its members. Such a strategy would also prove the worst fears of the right that the president indeed wanted to take their guns, and the immense electoral energy and fundraising windfall would be beyond anything the Republican party could have ever hoped to achieve on its own.
Don't you think if President Obama had the power to do more about firearms that he would?
