For a variety of reasons, the idea wouldn't work. Five seconds in a microwave will roast electronics but not harm an unloaded gun. There goes your chip.
The larger problem is that the ability of a person to fire many shots in a short period of time has mostly to do with determination and general gun handling abilities. The mass shooter picks a confined, crowded place of (usually) unarmed victims and ambushes them. As long as he sees the people around him simply as targets to engage, or perhaps alternately as focal points of his rage, then the shooter can put dozens of rounds down-range with pretty much any gun made after 1873.
Remember, these things generally go on until the shooter kills himself, decides to flee, or is shot by the cops. Ample time exists for reloading, regardless of the type of gun.
