...whoever outranks, on-scene in Afghanistan who sent a C-130 flying battlewagon to circle and destroy the hospital. It's a flying machine gun and machine gun grenade launcher with wings, a four-prop aircraft built tough enough to fly into hurricanes. I'm no expert, but from I understand, unlike drone (presidentially approved CIA/Blackwater picked assassination) missions, its commander are in charge of the combat in Afghanistan. Someone, somewhere gave an order.
