That way the people actually FLYING THE PLANE and SHOOTING THE GUNS would know that this was a medical facility and an order to target it was probably illegal and should at least be questioned.

For some reason that I have not seen answered anywhere, this building did not have one of those symbols.

There is probably an explanation. I just haven't seen it anywhere.

And, that would normally be the "backup" of which you inquire.
