"Issue 3 failed because the ballot issue before voters became more about how to legalize marijuana, not whether or not to legalize it. Issue 3 would have created a monopoly that would have given 10 investment groups – who paid for the campaign -- the sole right to produce marijuana. These investors stood to make tens of millions off the plan."
