6. With background checks, register all gun transfers.

Prohibit transfer without appropriate registration. Therefore if a gun is used in a crime, the cops will be looking at the last person who is registered as receiving it, and that person had better have a damned good story.

Would cut down greatly on straw purchases and thus make background checks more effective.
