4. The guy needs medical help. He obviously has an alcohol addiction.

He belongs in a mental health facility undergoing detox and rehabilitation, if possible. If he can't be rehabilitated, then he should become a permanent ward of the state and never be allowed to drive a vehicle or leave the property without supervision.

If he isn't stopped, he's going to kill somebody.
