Its not a simple answer, but I would have thought he could answer it.

Let's see if I'm right.

States may have stricter requirements, but from the Federal point of view....

If you're buying from a gun dealer with a FFL, no it can't be shipped to buyer directly (whether in-state or out-of-state for long guns, not handguns). It has to be face-to-face and a form 4473/NICS is required.

If you're buying from a private seller who is another sate, it can't be shipped directly. It has to go to a FFL in your state and a form 4473/NICS is required.

If you're buying from a private seller who is in the same state, then it can be shipped directly via USPS or UPS.

Do I have that right?
