3. The charters here close and don't pay their teachers

We've had many come to work in our district and charters owe them thousands of dollars. The charters hire non-certified teachers and never even offer them a contract. I also have a friend who was hired by a charter, offered a salary and then paid about half of what they had offered. When she asked about the discrepancy, she was fired.
