Comcast has internet backbone interests. They provide pipe to their subscribers. Netflix uses gobs and gobs of that pipe (that they don't pay for) to deliver their product. You can bet that Comcast would like to get big fees for handling that massive data transfer.

it is in Netflix' best interest to keep the internet open and free of charge. It is in Comcast's best interest to close it and charge for it.
