29. Why not instead target the real gun crime problems?

Scary-looking guns and "gun culture" aren't what's killing the vast majority of gun homicide victims. They're killed with handguns, more often than not by persons with no legal right to possess that firearm. The highest priority in gun regulation reform should be reducing the flow of firearms into the hands of prohibited persons. Straw purchases and "street sales" are the largest sources of guns for felons who cannot purchase them legally (a bigger vector, it seems, than theft). There are already laws against these transfers, but not nearly enough resources dedicated to identifying and prosecuting people who knowingly transfer a gun to a prohibited person. That needs to change.
