As there is no requirement to produce a REAL ID Act compliant ID to enter a Federal facility for accessing health or life preserving services (including hospitals and health clinics), law enforcement (including participating in law enforcement proceedings or investigations), participating in constitutionally protected activities (including a defendants or spectators access to court proceedings, access by jurors or potential jurors), voting or registering to vote, or applying for or receiving Federal benefits, policies developed should not require the visitor to produce an ID for entry.

At least Minnesota offers the enhanced drivers license which is compliant. n/t

You can get the forms online, but you need a federal sponsor and/or apply at USaccess center
