Not necessarily because of any forbearance on the part of the authorities, but because this situation only became an occupation yesterday. Burns and Harney County don't have the law enforcement manpower to assault these people. They'd lose (and probably lose bad: the buildings in that compound are made of stone and there's open country all around for almost unlimited fields of fire). It's going to take some time to get more combat-capable personnel there, since that's a very isolated part of the state, and it's snowing all over the region right now. Burns' tiny municipal airport is probably out of service in this weather, so it's going to be a long road trip in winter conditions.
