The attack lasted 18 minutes, per the security video that captured it. But the witnesses who called the police were not there from the get-go.
It took just a couple minutes for the first cop to arrive from when the first calls came in. He didn't stand around waiting for other cops to arrive. Once he assessed the situation and realized what was going on -- the the attacker wasn't listening to him -- he did what he had to do.
I'm not blaming the cops for being slow to get there or for shooting the drugged out guy.
