I hate to toss around the term lightly, but we might have cause to think about using "depraved indifference" as a descriptor for some of this thinking. Just not caring enough, becoming immersed in the bottom line and not looking at the bigger picture until you come to that point.

This looks bad, and it needs to be opened up to an honest review.

I'm wondering if this is a case of the zealotry that can happen when ideology becomes policy, and policy becomes a quasi-religion.
