Water's by well out there, but make them burn generator fuel to pump it. They'd probably have to use a jammer to cut cell phone coverage...but it's not like the FBI doesn't have that capability. And although there's at least one fireplace in one of the buildings (I've been there...), I bet they don't have a lot of firewood, especially since the facility's not usually occupied in the dead of winter.

Or, as I suggested elsewhere, Gov. Brown could decide "no more Ms. Nice Gal" and mobilize some NG units. I'm betting all that brave talk about being ready to die would clam up real fast looking down the bore of an Abrams' main gun (and realizing nothing you have with you will do more than scratch the paint).
