Ranchers may have houses in town too. Ranching cattle and prospecting or mining on a very small scale, may be a way of making a living in this geographic area or region. An Australian uranium mining company will be mining in the county next year.
Cattle must be fed and watered in the desert where fences get in the way. The area has lots of mineral waters (which might be undrinkable or poisonous to grasses), steam vents, crators and lots of crystals and minerals due to volcanism.
There must be a reason that the FBI is not moving in. I think it has to do with state and federal prospecting laws and regulations on private, public and federal property which may be at odds with one another. And the same goes for grazing and watering rights.

This is a very sparsely populated area. The sheriff has 2 deputies. The county is bigger than VT.
