Canada does not require you renounce your citizenship when you become a naturalized citizen and the US government must take affirmative steps to revoke the citizenship of a person who becomes a citizen of a foreign nation should they choose to do so.

Since there is no paper trail on Cruz's mother losing her citizenship AND since she came back into the country as a full citizen, your theory does not hold water.
