2. this phrase... investigative grand jury.

means the prosecutor did not bring charges and ask for a true bill.....looks like what they did was present the cops side and then ask the grand jury....do you want to press charges?

we are never going to get any accountability until we have independent prosecutors

while murder charges might have been difficult to indict on there are a variety of lesser charges that the cops could be indicted on and it would still keep them from being cops
